摘要
文章指出:中国政府统计体系的根本问题在于机构层层设置所导致的效率低下,而克服当前困境的根本出路在于减少机构层次。从长远看,由国家统计局和县级统计局构成的二级统计体系是中国政府统计体系改革的目标模式。
The fundamental question of China＇s governmental statistics system is the low efficiency dilemma caused by successively setting up of the official statistical agencies by local governments. The reduction of agency levels is the basic way to overcome the difficulty. In the long run, the two- level statistical system made up of the national statistics bureau and county level statistics bureaus is the target model of governmental statistical system reforming in China.
