摘要
“以人为本”是服务型政府构建的核心理念。这一理念,在政府服务的实践中,应具体化为纳税人观念、法律至上观念、民主监督观念、诚信与求实观念等来体现。确立这些观念,就要走出官本位、万能政府、片面政绩观等误区,从教育、制度、监督评判三个方面加以培育和实现。
"humanism"is a core idea constructed by the service Govemment,In the govemment service practice it changes specifically into the taxpayer idea,the legal suprement idea,the democyacy surveillance idea,the good faith idea,and the striving for realism idea etc.to estabish these ideas one should get rid of the misunderstanding of officialdom standard,multi-purpase government,oneside achievement and so on,and then cultivate and eventually realize these ideas in education,system,the judgement on surveillance.
