The Thinking of Building up a Concordant Zagunao Basin

我国水能资源丰富,水能是可再生能源,优先发展水电是我国能源发展战略之一。但水电开发中涉及到生态保护、非自愿移民等问题。建设和谐流域,就是要处理好人与自然的关系,与自然和谐相处。具体地讲,就是要处理好保护和开发之间的关系,安置好移民,使之“搬得出、稳得住、能致富”。作为业主的四川华电杂谷脑水电开发有限责任公司在开发杂谷脑河流域的过程中作了有益的尝试。

As a renewable energy source and abundance of hydropower resources in China, preferential development of hydroelectricity is one of our energy source development strategies. However, the problem of ecologic protection and involuntary resettlement and so on is involved in the course of hydroelectric development. A harmonious relation between human and nature and a concordant coexistence with nature is required to build up a concordant basin. For concreteness, that is the relation between protection and development dealt with correctly, the resettlement of affected residents arranged properly so that they are “capable of moving out”, settled down and becoming rich”.
