地租理论视角下的“三农”问题

Using the Landtax Theory Analyze the Problems Concerning Agriculture,Countryside and Farmers

本文运用古典经济学和马克思主义政治经济学的地租理论分析了“三农”问题的实质和根源。以产业结构变动为前提说明农业的基础地位不容动摇;从地租形态的变化说明农民贫困的社会根源;从产权角度预测农村土地经营制度的未来趋势。本文认为应当切实落实“工业反哺农业”的战略,采取减负与创收并行的解决农民贫困问题的思路,并积极推动土地使用权流转政策。

Using the landtax theory of classical economics and Marxism plutonomy, we analyze the essential and root of the problems concerning agriculture, countryside and farmers . From the promise of changing industry structure, we deduced that the base status of agriculture can＇t fluctuate, from the changing landtax form, we deduced what is the root of farmer＇s poverty, from the view of proper right explain what is the trend of country＇s soil management system. Thereby we consider that we must really carry out the policy that industry help agriculture, decrease the tax and increase the income for solving the farmer＇s poverty, under the national policy promote the moving of power of using the soil.
