推进农村土地流转是解决人地矛盾,实现农业规模化经营,降低生产成本,提高农业经营效益,促进农民增收的必然选择。本文以陕西地域为例,从供需框架出发,对农村土地流转的现实障碍因素进行分析,并有针对性地提出实现农村土地合理合法流转的对策。

To advance the village land transfer is an inevitably choice to solve the contradictory between person and land, to realize the agricultural scale management, to reduce the production cost, to enhance the agricultural management benefit, and to promote the pea^nt additionally receives. This article takes the Shaanxi region as the example, embarks from the supply and demand frame, carries on the analysis of the realistic barrier factor of the village land, and has proposed directe countermeasures which realizes the village land reasonable and legitimately transfer.
