浅析精神卫生法出台的必要性

The Necessity on the Promulgation of Mental Hygiene Law

我国现在每年的精神病患者人数都在迅速增长。而且他们对社会的治安,公民的权利保障都有很大的影响。卫生部早在1985年就开始起草精神卫生法,目前已起草完成,专家呼吁要在2006年的人民代表大会上通过。出台精神卫生法既是维护社会治安的需要,又是保护公民合法权利的必要要求。

The number of psychopath population is growing rapidly every year in our country.It does great harm both to the pubic security and the citizen＇s safeguard fights. The Medical Department started to draft the mental hygiene law as early as 1985 and now it is finally completed.Experts appeal to have it passed in the People＇s Congress in 2006.The appearance of the law is the need of public security and the protection of citizen＇ s lawful fights.
