摘要
作为规模庞大、职能众多的学术性机构,大学具有一般组织的科层属性,但更具有学术组织所特有的学术属性,在管理体制和运行机制上具有鲜明而复杂的特征。这就要求我们要加大制度创新力度,通过观念的更新和组织行为的变革建立起高效、灵活、创新型的大学学术管理体制和运行机制,即在学术管理体制上,建立起党委领导、校长负责、教授治校的新型领导体制,实现行政权力和学术权力二元一体的配置模式以及校、院、系三级建制以院为主的学院治理模式;在学术管理运行机制上,建立起严格筛选、合理流动的教师选聘机制,竞争择优、合理高效的师资优化配置机制,公平公正、合乎学术发展规律的教师评价机制。
As the academic organization with large scale and numerous functions, the university has not only the bureaucratic attribute of the general organization, but the academic attribute exclusively. It has distinctive and complicated characteristics in management system and operating mechanism. Therefore, we must strengthen the creativeness of system, and establish an academic management system and operation mechanism, which is high efficiency, flexible and creative, through renovating the ideas and changing the organized behavior. In the academic management system, we should build a new type of management system of "the Party guiding, the president taking charge, the professor pursuing the studies", the configuring model of "concatenating the administration power and academic power together" and the college governance model of " university- college-department" three - level - administration with college as the center. In the operational mechanism of academic administration, we should build the rigorous and flexible mechanism to recruit teachers, the competitive and high - efficiency faculty optimization allocating mechanism , and the equal and just faculty evaluating mechanism according with the regular academic development.
