生产者责任延伸制与企业的循环经济模式

Extended Producer Responsibility and the Mode of Circular Enterprises

生产者不仅要对生产过程中造成的环境污染负责,还要对产品废弃后的环境管理承担一定责任,这是生产者责任延伸制度中的一项重要责任延伸。如果要对产品废弃后的处理负责,必将促使生产者考虑废弃物的资源化、重复利用等,从而在源头上减少产品对环境的影响,这也正是企业循环经济模式的基本要求。本文探讨了基于生产者责任延伸制的三种企业循环经济的基本模式,并探讨了发展循环经济的基本方法和途径。

The responsibilities based upon Extended Producer Responsibility are not only to reduce the environmental impacts of products during the producting process but also to take responsibility for the management of disposed products.Thus the producers are induced to take measures to prevent environmental problems at source by reusing,recycling and redesigning,which is the basic mode of circular enterprices.This paper presents the three basic modes of circular enterprises based on Extended Producer Responsibility.
