贫困地区农业技术推广新模式:发展小区域农业技术推广户——基于甘肃省部分贫困县的调查思考

The New Pattern of Agri-tech Extension in the Impoverished Area: The Small Region Agricultural Technology Promotion Household

通过对甘肃省部分贫困地区的实地调查,以贫困地区农技推广所面临的难题为出发点,论证了贫困地区发展小区域农业技术推广户的必要性;探讨了小区域农业技术推广户的功能,即:技术区域创新、技术示范、技术推广和信息传递与反馈等功能;探讨了小区域农业技术推广户运行机制的主要内容,即筛选适合贫困地区的实用农业技术、推广部门与推广户的利益连结纽带、设立小区域农业技术推广户的奖励基金、制定小区域农业技术推广户成绩评估制度、地方政府及相关部门的政策支持和教育培训措施和科技信息的传播和反馈等;最后论证了小区域农业技术推广户在贫困地区农业技术推广中的作用,即加快贫困地区农业技术传播速度、弥补基层农技推广人员的不足、为农业技术的地域适应性研究提供延伸平台和发挥技术辐射效应等。

By on-the-spot investigation to the part of impoverished countryside in Gansu Province, this paper proved necessity of developing the small region agri-tech promotion household in the impoverished area ;discussed function of the small region agri-tech promotion household, viz. technical region innova- tion, technical demonstration, technical promotion and information transmission and feedback.; discussed main content of movement mechanism of the small region agri-tech promotion household, viz. screening suitable practical agricuhural technology, benefit links of the promoted department and the promoted household, sets up the premium fund of the small region agri-tech promotion household, formulates performance appraisal system of the small region agritech promotion household, the local authority and the correlation department＇s policy support and the education training measure, the technical information dissemination and the feedback and so on; finally proven function of the small region agri-tech promotion household in agri-tech promotion in the impoverished area, viz. speeding up agri-tech promotion in the impoverished area, making up the basic unit agriculture technique to promote personnel＇s insufficiency, providing extended platform for the agricultural technology regional compatibility research and display technology radiation effect and so on .
