摘要
新一轮土地利用总体规划修编工作已在全国展开,修编中仍坚持以严格保护耕地特别是基本农田为重点。针对上一轮土地利用总体规划中基本农田保护存在的基础数据失准、规划刚性弹性缺乏、规划调整随意等问题及成因进行分析,为规划编制的科学性、实用性提出一些思路和政策建议。
The revision of comprehensive land use planning have already started in our country, which still takes the strict protection of Cultivated Land especially basic farmland as the key point. Since many mistakes existed in the protection of basic farmland in latest land use planning, such as bad basic data, disordered adjustment and so on, this paper suggests scientific and usability to the land use planning.
