建立完善“三个体系” 提高治校理教能力

Establishing and Consummating "the Three Systems", Enhancing the Ability of School Administration and Teaching Management

怎样以科学发展观为指导,建立和完善决策目标、执行责任、考核监督"三个体系",使"三个体系"在高校生根、开花、结果,是一个新的课题。本文结合工作实际,提出了我校建立完善"三个体系",科学决策、实施并加强治校理教能力的四项措施,从而为创建全国一流师专提供强有力的科学制度保证。

It is a new project how to establish and consummate ＂the three systems＂ of target decision-making, responsibility carrying and inspection and supervision, and to make these ＂ three systems＂ take root, blossom and fruit in the universities instructed by the view of scientific development. According to the practice, this article proposes four measures about how establishing and consummating ＂the three systems＂, macro scientific policy-making, implementing and strengthening the ability of school administration and teaching management. And these measures will provide powerful scientific systematic guarantee for founding the national first-class normal junior college.
