大力培育项目管理公司促进代建制的发展

Cultivating the Project Management Corporation to Promote the Mode of Agent Management

政府投资项目实行代建制是对原有项目管理模式的一大改革,其目的在于转变政府职能,实现项目的专业化管理。然而现阶段国内的项目管理公司较少,管理水平较低,尚不能满足市场需求。因此,要使代建制得以顺利推行,必须大力培育项目管理公司,建立完善的项目管理市场。本文从代建制的含义及其主要方式入手,分析项目管理公司应具备的条件,提出了四种有效的培育途径,并对培育项目管理公司提出了几点建议。

The mode of agent management is a great reform of the management mode of government investing project, whose purpose is changing government function and implementing the special management of the construction. However, there are less project management corporations in our country and the management level is relatively low at present. Therefore, in order to promote the mode of agent management, we must try our best to cultivate the project management corporations, and set up the perfect project management market. The paper explains the mode of agent management and the main types of the mode of agent management, analyses the qualification which the project management corporation should possess, discusses the ways of cuhivating project management corporation and gives some advices.
