当前,不仅要讨论具体卫生政策的正误,更需要讨论卫生政策形成机制中存在的问题。具体的政策像产品,形成机制像机器,产品的质量在一定程度上由机器所决定。卫生改革欲达成功之目的,必先有科学合理之决策;欲得科学合理之决策,必须充分认识改革成功的困难性,抛弃主要依靠经验的决策模式,建立并遵守复杂决策的程序和规则,这是卫生改革成功的必要条件。作者还就卫生改革决策需要遵循哪些程序和规则进行了讨论。

At present it is imperative to discuss not only the rightness or wrongness of specific health policies but moreover the problems in the mechanisms of health policy formulation. Specific policies are like products whereas mechanisms of formulation are like machines, which determine to some extent the quality of the products. To be successful, health reform must be based on scientific and rational decision-making; to achieve scientific and rational decision-making, it is necessary to be fully aware of the difficulty in ensuring the success of reform, discard the experience-based model of decision-making, and set up and observe procedures and regulations for complex decision-making. Those are the prerequisites for the success of health reform. The paper also discusses the procedures and regulations that must be observed in the decision making process of health reform.
