职称评聘模式是科技人力资源开发与管理的根本机制,其构建要充分考虑到科技人力资源开发使用效益最大化、科技人员职业生涯最优化发展、科技人力资源供求状况、国家经济发展水平和传统人事文化影响等多重因素,还须服务于建立该制度的根本目的和最终目的。
The technical title appraising and appointing mode is the basic mechanism for sci-tech human rcsource development and management, its construction, which should take the multiple factors such as the bencfit maximization of sci-tech human resource development and utilization, the optimum development of sci-tech personnel's vocational career, the supply-demand situation of sci-teeh human resource, the developing; level of national economy, and the influence of traditional personal culture, etc. into full considerations, must serve the basic target and ultimate target of establishing this system.
