The Vitalization of the Old Northeastern Industrial Base and Its Developing Ways

探索了东北老工业基地在体制转轨过程中暴露出的一系列问题,提出了振兴老工业基地的若干建议,包括进一步探索国有制的多种有效实现形式、支持以资源开采为主的城市和地区推进经济转型、全面优化产业结构、整合资源以释放存量等,就推进东北老工业基地的振兴给出了在新思路、新体制、新机制和新方法方面的设想。

This paper probes into a series of the problems exposed in the course of the structure conversion of the old northeastern industrial base, puts forward some suggestions on vitalizing the old northeastern industrial base, which include making the further exploration into the various effective implementing forms of the national ownership, supporting the municipal and regional economic transformation based on the resources mining, optimizing the industrial structure in an all-round way, integrating the resources, and releasing the inventory, etc., and gives some presumptions of the new idea, new system, new mechanism and new method in aspect of promoting the vitalization of the old northeastern industrial base.
