摘要
在分类经营体制下云南林业存在着分类经营粗放、产权结构单一、政府参与程度高、经营体制不明确等问题。提出了林权结构多元化、公益林管护权流转、商品林经营模式创新、建立并完善林业投融资机制等建议,以构建云南林业发展的新模式。
Several problems including extensive classified management, unitary property structure, high involvement of government, unclear management system, etc existed in Yunnan forestry. Suggestions such as multi - structure of property right, transformation of non - commercial forest management right, updating com- mercial forest management model, establishing and perfecting forest investment mechanism and so on were presented to compose new model of Yunnan forestry development.
