Ocean Tourism Resources and Functional Zoning in Qingdao City

青岛市海洋旅游资源类型、地域特征及其开发基础条件等方面决定了其功能定位与开发方式的不同。旅游功能区划是对旅游资源特征及其功能定位的综合研究,作为一种管理手段,其编制、执行可以解决旅游资源的过度开发及其空间布局的无序性等问题,指导旅游业的健康发展,获得旅游开发的最佳综合效益。本文比较分析了青岛海洋观光类、度假类、海岛旅游和水上休闲运动四大旅游资源类型的原生性、组合性、独特性和潜在性等特征;接着在论述青岛海洋旅游资源开发利用的基础上,分析了青岛海洋旅游开发的区位条件、发展机遇和政策优势,确定东部、南部、胶州湾和西海岸四大海洋旅游功能区,并对其开发重点和地域格局进行了深入探讨,制定了青岛海洋旅游功能区划方案,明确不同等级旅游区的主辅功能,综合协调多种行业用海矛盾,强调海洋旅游资源的复式开发以及空间整合,从而为青岛海洋旅游经济的合理规划和持续发展提供一定的理论依据。

The development pattern and function positioning of marine resources in Qingdao is dependent on its resource types, geo-characteristic and infrastructure development. Tourism functional zoning is a comprehensive research on characteristics and functional orientation of tourism resources, which can play extremely significant part in tourism planning and development. As a effective and necessary management mean, its organization and implementation could solve some important problems which can hinder from the normal development of tourism industry and likely lead to serious environmental problems if we wouldn＇t take valid and immediate measures to deal with. It could also provide a correct guide for the sound development of ocean tourism in Qingdao and guarantee optimum benefits of the ocean tourism exploitation as well. There are four kinds of ocean tourism resources, that is, touring resource, vacation tourism resource, and island-resource and water recreation sport resource. The article firstly compares and analyzes some distinctive features of four kinds of tourism resources respectively ： purely natural quality, differently assembling character, extraordinarily unique attribution and greatly latent feature and so on. Secondly, on the basis of the development and exploitation of ocean tourism resources in Qingdao, it made detailed analysis on advantages and conditions of ocean tourism development, which include locations, development opportunities, and policy preferences of ocean tourism development in Qingdao identified definitely four marine tourism functional regions, which are in western coast, southern coast, Jiaozhou bay and eastern seashore respectively. At the same time, it also synthetically studied space zones of ocean tourism functions, and especially elaborated on the program of ocean tourism functional zoning in Qingdao. At last, it deeply investigated development focal points and the regional structure of the ocean tourism, and further formulated the program of ocean tourism functional zoning of Qingdao, and clarified which are primary functions and which are auxiliary functions of different tourism regions. The research gave a great emphasis on harmonious development among many different ocean industries and reasonable exploitation of ocean tourism resources in various ways.
