发展上海特色养殖业的规划设想

AN ASSUMPTIVE PLAN FOR DEVELOPING SPECIAL ANIMAL RAISING AND BREEDING IN SHANGHAI

根据建设上海国际大都市的战略目标和改善人民膳食结构，提高生活质量的要求．采用文献调查和社会调查相结合的方法，研究分析了发展上海特色养殖业的背景和地位，认为上海发展特色养殖业既必要又可能，势在必行；定义了特色养殖业的科学概念；指出了发展方向和目标；提出了规划设想和可供参考的政策措施。

Based on the strategic target of constructing Shanghai into an international metropolis and the requirements of improving people's dietary structure and life quality,the background and position of developing special animal raising and breeding in Shanghai were studied and analysed,using the method combining documental investigation with social survey. As a result,the necessity,possibility and imperativeness of developing special animal raising and breeding in Shanghai were confirmed. In addition,the scientific concept of special animal raising and breeding was defined;the orientation and target of development were indicated ;and the tentative plan as well as the referable policies and measures were proposed.
