打造“专家型”政府的两个着力点

Two Ultimate Goals of Building up an "Expert" Government

长期以来,不管投资还是经营,我国政府都无所不揽,结果政府投资的社会效益和政府管理社会公共事务的能力难以得到明显提高和增强。本文分别从投资和经营两方面论述,强调应缩小政府的投资领域和经营范围,实现政府投资领域的专门化与经营职能的专业化。只有抓住这两个着力点,才能变目前的“全能型”政府为“专家型”政府,从而为广大人民塑造一个高效务实的政府。

Over a long period of time, our government has been endeavoring to involve indiscriminately in both investments and operations.As a result, the social benefits of the government＇s investment and the government＇ s ability to manage social public affairs are difficult to raise and strengthen.From the perspectives of invest- ment and operation,this paper expounds the necessity of reducing government＇ s investment and operation scope to achieve specilization in government＇s investment range and its operational funtions. Only by grasping these two ultimate goals, can we transform the ＂all-round＂ government into an ＂expert＂ one, thus creating an efficient and pragmatic government for the people.
