基于公众参与视角下的自然垄断企业的政府规制问题

Tentative Study on Government Regulation of Naturally Monopolized Industries based on the View Angle of Public Partici Pation

自然垄断企业往往是掌握着国民经济命脉的公共企业,所以政府对这些企业的规制直接关系着公众的福祉和整个国民经济的效率。作者认为公众应该在政府对自然垄断企业的政府规制中发挥重要的参与作用,并从“规制俘获”理论和委托代理关系角度论证了这一立场,最后提出了几条加强公众在政府规制中参与程度的政策建议。

Naturally monopolized industries usually are public enterprises which dominate the life line of national economy, so regulation of these enterprises directly concerns the public welfare and the efficiency of the whole national economy. The author asserts that the public should play an important role in the government regulation of naturally monopolized industries, and demonstrates this standpoint from the following two angles： ＂regulation capture＂ theory and principal ＆ agent relationship, and finally proposes several policy suggestions to strengthen the extent of public participation in the regulation.
