社区资源的福利文化思考

Contemplation of the welfare culture based on community resources

以福利文化为视点,考察实施社会福利社会化方针以来在社会福利观念上发生的变化、福利文化与福利实践的融合及福利文化思想在社区资源中的地位。通过子女尽孝意识向社会尽孝意识的转变,分析社区资源整合与社区服务模式创新之间的互动关系和以社会孝为理念的社区文化资源的内涵。从社区培育的互助意识和社区自身的责任意识促进社会孝理念的形成的案例中,发现社区资源的文化要素在构建以人为本的和谐社区中发挥的作用。

This paper discusses the conceptual changes in social welfare since the application of socialization of social welfare, the mergence of welfare culture and welfare practice, and the position of the culture in community resources from the viewpoint of welfare culture. It analyzes the transformation of thinking from offspring filial piety to social filial piety, the interactive relation between reorganization of community resources and creation of new service patterns in the community, as well as the connotation of community culture resource based on social filial piety. The paper also illustrates the functions of the community resource in the construction of people - oriented harmonious society by practical cases.
