高等院校担负着培养祖国未来建设者和接班人的重任,必须提高执政能力,强化素质培养,努力建设一支善于治校理政的高素质干部队伍。建设一支善于治校理政的干部队伍,必须坚持科学发展观和正确的政绩观、人才观;必须不断提高干部队伍的综合素质;必须不断增强对正确办学方向和科学办学规律的把握力;必须不断增强对党员、群众的凝聚力。

Colleges and universities are responsible for bringing up constructors and successors for the motherland. It is necessary to improve the governing ability and to intensify the quality education in order to constructing a high quality cadre contingent being good at managing the university. For the purpose of constructing such a contingent, we should insist on the scientific conception of development and the correct conceptions of political achievement and the correct conceptions of political achiveement and talents;constantly improve the comprehensiv quality of cadre contingent ; constantly intensify the hold of correct direction and scientific rules for running school ; constantly intensify the cohesion to party members and masses.
