A Study on Pushing Forward Continuely the Strategy of Development of West Region

根据西部大开发战略实施五年来取得的成效和存在的严重问题,基于“十一五”规划,提出了西部大开发的基本宗旨应当是居民的富裕,而非地域的繁荣;为了居民的长期持续富裕,必须培育西部地区的自身造血功能;西部地区自身造血功能应当根源于民营经济,基于自主创新能力;西部产业发展要突破资源启动型约束,开发基于知识创新的现代产业;着力发展教育尤其是高等教育,从根本上消除知识贫困;控制人口增长,提高人口素质;压缩居民经济活动的地域空间,实现空间格局的规模经济;东西部地区优势互补,实现区域经济协调发展等继续推进西部大开发战略的观点。

Based on the effects and problems after the strategy of the development of west region being carried out for 5 years, we suggest that the purpose of the development of west region is the richness of people, not flourishing in a region. For the sustained richness of people, we must foster the hemopoiesis function for themselves, the hemopoiesls function for themselves should be rely on the firm runned by the local people, the development of industry need not to start with resources; exploit the industry based on the knowledge innovation, and we need develop education , clear the property of knowledge , control the growth of population , compress the space of economic activities in a region, achieve scale economy in the pattern of space, make east and west regions having complementary advantages, achieve regional economy harmonious and so on.
