摘要
转移农村剩余劳动力是全面建设农村小康社会的关键措施之一,本文分析了制约金华市农村剩余劳动力转移的政策、制度、农村劳动力素质低、流动盲目性大等因素,探讨了金华市农村劳动力转移培训工作中存在的缺乏统一的管理协调机构、现有的农村劳动力的培训层次较低等问题,提出了完善有关政策和制度,调整产业结构、扩大转移市场,构建农村劳动力就业市场体系,建立多渠道培训机制、加强职业技能培训等加快农村劳动力转移的建议和对策。
The transfer of rural surplus labors in rural areas is one of the key measures to build a well-off society in an all-round way, this paper analyzes the factors such as policies, system, the low quality of rural labors and blind floating that constrain the transfer of rural surplus labors in Jinhua, discusses the problems in the training for the transfer of rural labors such as lack of the unified institution of management and coordination, and lower level of training of rural labours. Then, this paper puts forward some suggestion and countermeasures that perfect: the relevant policies and systems, restructure industries, expand the labour transfer market, build rural employment market systems, establish a multi-channel training mechanism, strengthen vocational skills training, to expedite the transfer of rural labors .
