Development of Public Administration and Renovation of Management Concept and Pattern of Higher Education

20世纪80年代以来,针对计划体制下的精英教育、政府失灵与市场体制下的大众教育、市场失灵、教育质量下降的状况,我国高等教育管理领域进行了一系列改革。从公共管理学发展的历史层面探讨公共管理范式对我国高等教育管理改革的借鉴,有利于我国高等教育管理理念与模式的创新。

Since 1980s, confronted with elite education and ineffectiveness of government under the planning system, and mass education, ineffectiveness of market and decline of quality of higher education under the market system, a series of education reform have been made in higher education. An analysis of public administration pattern from the perspective of development of public administration contributes to renovation of management concept and pattern of higher education.
