作为社会体制核心要素的人是内化体制的人,他们不仅是一般意义上的“社会人”,而且是具体意义上的“体制人”,体制改革内在地包含着人的变革。体制改革实践表明,人是影响和制约体制改革的关键因素。人的重塑是体制改革的必然要求。

As the kernel factor of internalized system, man is not only a social being in general sense, but also a being of ＂system＂ in a specific sense. The reform of system inherently includes the remolding of man. The practice of system reform indicates that man the key factor influencing and restricting the reform of system. The remolding of man is a must in the reform of system.
