Aiming at the current unreasonable heat charge policy, the necessity of heat charge per heat consumption is described; the basic ideas and problems of household heat metering and central control on total heat supply are introduced and the relationship of household heat metering and central control is analysed. These two aspects should be better corresponded with each other for energy savings.
