我国民办高等教育发展的问题与困境

Problems and Dilemma of Private Higher Education Development in China

我国的民办高等教育在短短的二十多年取得了令人瞩目的成就,形成了一支不容忽视的民间办学力量。然而,从宏观政策、内外部管理、教育教学质量、办学层次和发展定位等方面来看,民办高等教育还存在不少问题,并面临进一步发展的困境。导致这些问题和困境的主要原因是民办高等教育发展的制度建设滞后,制度供给不足,制度安排不合理、不明确,这直接影响了有志于民办高教事业的个人和团体的行为选择,也是目前我国民办高教处于边缘、混乱境地的主要原因所在。

In the past twenty-five years, the private higher education in China has made outstanding achievement. However, there still exist many problems in macro-policy, external and internal management, quality of education and teaching, development orientation. These problems put private higher education in a dilemma of development. The main causes of these problems are as the follows： the construction of institution is lagged behind, the supply of institution is insufficient, the arrangement of institution is irrational and indefinite. These causes exert direct influence on the selection of behavior of individuals and parties who are devoted to the development of private higher education.
