摘要
石油企业的深化改革使油田存续部分的矛盾日益凸现,具体表现在7个方面:一是经营环境发生了重大变化;二是各种结构矛盾突出;三是经营机制不活;四是扭亏增盈难度加大;五是资产资金运行状况较差;六是改制分流任务艰巨;七是分离移交办社会工作难度大。为了解决这些矛盾,应做好6个方面的工作:1、加快规范化公司改革步伐,实现存续部分的体制创新;2、培育新的支柱产业,强化存续部分的核心竞争力;3、积极开拓油田外部市场,力求新突破;4、加强成本管理,实现企业综合素质的持续提高;5、加强人力资源管理,为油田发展提供智力保证;6、推进主辅分离、辅业改制工作,确保改革工作顺利进行。
Petroleum enterprises' further reform make the contradiction in oilfield subsisting parts become more acute with each passing day. The specific manifestations show in greatly changed environment, acute contradiction of all kinds of framework, rigid operation system, the more difficulty of making up deficits and increasing surpluses, worse operation mode of assets and capital, onerous task of restructuring and reposition of redundant personnel, difficult works of separation, hand-over and socialized affairs Six works in speeding reform step, cultivating new mainstay industry, opening external markets, tightening up the cost management, tightening up personnel management, carry the separation of primary and auxiliary industry a step forward, have to be done to resolve these contradictions.
