关于建设节约型政府的思考

Reflection on Constructing a Resource-Efficient Government

政府是资源的主导者,是社会风气的倡导者,建设节约型社会必须首先建设好节约型政府,建设节约型政府对于提高全民厉行节约的意识具有示范和引导作用,也是建设一个高效政府、有限政府、廉政政府的迫切需要,更是对我们党科学执政、民主执政、依法执政能力的考验。针对节约型政府建设的现状,提出建设节约型政府要从着力打造一支高素质的干部队伍,强化干部艰苦奋斗精神的教育,深化行政体制和机构改革,创新政府绩效评估制度,加强政府办公自动化建设和法制建设等方面努力,不断推进节约型政府建设。

The government is the leader of resources, and initiator of the social morality. To construct a resource-efficient society, a resource-efficient government must come first,which plays a guiding and pioneering role in promoting the whole nation＇s awareness of practicing strict economy. It is also a pressing need to build a highly efficieat government,a limited government,a clean and honest government, as well as a test to our Party＇s capacity to exercise the power of government in a scientific,democratic and law based manner. In the light of the current situation of constructing a resource-efficient society,we should make our efforts to build a contingent cadres with high quality,to strengthen hardworking education, to deepen the reform on administrative set-up and institutions,to innovate the evaluation system of government efficiency, to promote office automatization and the construction of legal system,aiming at gradually advancing the construction of a resource-efficient government.
