On the Relationship Between Building Political Civilization and Scientific-democratic Decision-making by Governments in China

从科学民主决策机制建立的前提条件入手,论述了科学民主决策机制建立的方向与途径。阐述了科学民主决策机制建立的根本前提政治文明的含义、结构与类型,指出我国政治文明的性质是社会主义政治文明,其发展的程度取决于党的领导与党内民主的发展水平;论述了中国科学民主决策机制的构成内容;探讨了我国政治文明建设与政府建立科学民主决策机制的关系,指出政治文明是科学民主决策机制建立的前提,科学民主决策机制是政治文明的实践要求和工作举措。

Starting with the preconditions for forming a scientific-democratic decision-making system, the orientation and way pertinent to it are discussed. The basic precondition is regarded as defining the implication, structure and types of political civilization. The political civilization in China shall be a socialistic one of which the developing level depends on the developing level of Party leadership and Party democracy, The constituents of Chinese scientific democratic decision-making system are discussed, as well as the relationship between building the political civilization and building the decision-making system by the governments at different levels, It is revealed that the political civilization is the precondition for the decision-making system, and the system will call actually for the realization of political civilization with some necessary steps to take.
