东北国有林区改革:从“管护承包”到“股份合作经营”

Reform of Northeast State Forest Area:’Caretaking and Protecting Contract’ to ’Stock Cooperating Management’

东北、内蒙古国有林区是国务院确定的国家重点林区，将现行的林区职工森林资源家庭管护承包责任制适时地深化为森林资源股份合作经营制度，是东北、内蒙占国有森工林区振兴的有效途径。森林资源股份合作经营主要是指以职工持股为基础的国有森林资源股份合作经营。森林资源股份合作制度是与社会化生产和市场经济相适应的财产主体多元化、运作社会化的所有制形式。森林资源股份合作经营的股权结构为国有资产法人股、职工认购股、劳动力股和科技股。

Northeast and Inner Mongolia state-owned forest areas are main state areas confirmed by the State De- partment, to stimulate the Northeast and Inner Mongolia state-owned forest areas＇ development, it is the effective approach to transform timely actual forest resources＇ home caretaking and protecting contract system of forest areas＇ employees to forest resources＇ stock cooperating management system. Forest resources＇ cooperating management is the state forest resources＇ stock cooperating management based on employees owning stocks, also the form of possessing system of multi-property owners and social-operation, which adapts social producing and marketing economy. The stock structures of forest resources＇ stock cooperating management are the state resources＇ juridical person shares, employee shares, labor force shares and science and technolology shares.
