为解决软件开发过程中项目管理、任务管理和人员管理的问题，本文提出了一个新的概念──软网．软网与计算机网络有本质上的不同，它能够反映任务及结点之间的内在逻辑关系，从而可根据任务之间的逻辑关系进行通信。本文设计并实现了软网的主要功能，包括建立软网，维护软网，软网协议，软网保护和网上通讯５个部分，同时在软网上定义了１４种通讯函数，其通讯的特点是判断兴趣，主要以广播式通讯为主。

During developing a large software, how to manage items, tasks and works is very difficult. In order to solve this problem, a new concept,softnet, is offered.Softnet is essentially different from computer net in that it is to reflect the logical relations between the task and node. According to the logical relation, communication can be carried out. The main functions about softnet are designed and realized, including creating a softnet, modifing a softnet, protocol of softnet, comunication and protection in softnet. Fourteen functions of comunication are designed. The comunication in softnet is decided by interest, and the mode is mainly the broadcasting.
