美国新的《四年防务评估报告》预示美国的军事战略将发生重大转变。报告系统阐述了今后相当长时期内美国的国际安全环境观，点名把中国视为“最大的潜在对手”，明确表明美国未来军事战略重点将要东移，构建以太平洋为重大军事作战区的军事同盟、战略部署、指挥体系和军事基地网。

The new edition of the US Quadrennial Defense Review (QDR) presages a dramatic change in the US military strategy. The QDR elaborates in a systematic way on the US view on international security environment within quite a long period of time in the future. It names China as the 'largest potential adversary' to the US. It also clearly indicates that the focus of the US defense strategy will be shifted eastwards in the future and that military alliance system, strategic deployment plan, command structure and chains of military bases, will be set up or worked out with the Pacific Ocean as the main theater of operations.
