节水型社会建设要理顺水价机理,在准市场条件下发挥水价杠杆的调节作用.水价杠杆的调节表现为水价系统联系,并在水利工程供水内在规律的作用下呈现出区域特点.细分区域水价,形成区域水价运行新秩序,在合理的制度下,依次完成初始水权分配、实施区域水权管理、形成区域水权市场3个阶段的变迁,实现节水型社会建设目标.

Under quasi-market condition, adjusting function of water rate lever is carried out.The water rate lever adjusting shows the connection of water rate system and local charater according to the inherent law of water supply of water project, subdivision of local water rate so as to form a new operational order of local water rate, completion of the initial distribution of water fights, can＇ying out of the administration of local water rights and forming of the market of local water rights in sequence in a rational system in order to achieve the aim of building a water-saving society.
