制定哈尔滨物流规划应思考的几个问题

城市物流在现代物流发展中占有重要地位。在我国现阶段物流发展中,如何发挥中心城市的辐射作用,促进区域物流发展,是一项使我国现代物流走上快速、健康发展之路的重要战略。目前,哈尔滨城市物流尚存在目标分析、定位分析、规划实施以及物流园区发展等问题。应重点解决好物流体系管理体制改革、物流产业发展的组织与支持、国有物资企业转型与提升、政策及法规建设、物流信息支撑环境建设及物流管理和经营人才的培养和引进等问题。

Urban logistics occupies important status in modern logistics service development. In present stage of its development, how to play the key radiating function and how to bring about an advance in regional logistics are the important strategy for making our modern logistics service on the way to fast and healthy development. At present, Harbin urban logistics service still has the issues as goal analyze, make a reservation analyze, plan implement and logistics garden development. Should pay more attention on solving problems of management system reform to logistics, organization and support of development of logistics industry, transit and promote of state-run enterprise make, policy and regulation constrnction, and environmental construction supported by logistics information, logistics management and questions such as talents＇ cultivation and introduction, etc.
