摘要
从水污染、空气污染、废弃物排放水平、资源利用率、资源消耗与产出效率等方面分析了四川省资源与环境建设面临的问题与压力,探讨了循环经济建设的物质闭环、操作层次、实践层次、技术层次方面的思路,提出了以开发生态产业、建设生态工业园区、构建生态城市、建立资源恢复与再生系统以及脱硫技术体系等为重点内容的四川省循环经济体系建设途径,并提出了相应的政策措施。
This paper the pressures and challenges of eco-system in Sichuan Province water pollution, air pollution,wastes discharge,utilization standards of major resources, and the efficiency of input and output of resources. The analysis on the philosophy of circular economy has shown that material closed loop,operation principles of 3R,practical dimensions of micro-level,middle-level and macro-level in regional, and technological system are vital to circular economy development. Consequently,solving the problems and challenges of eco-system, and increasing the efficiency of resource utilization are the first tasks that should be tackled in developing eco-industries,establishing eco-industrial parks,building eco-cities,improving the system of resource circular,developing or importing advanced technology of fume desulfrization,and improving the instruments of public policy.
