社区人群中最受关注的是妇女、儿童、老人和残疾人，使他们在社区得到应有的社会保障和预防保健服务是社区服务的基础和重要组成部分；随着社会经济的发展，人民生活水平的提高，人们对健康要求越来越高，所以提高出生人口素质，提高生命质量和生活质量是社区妇幼保健服务的方向和目标；健康教育可改变人们的意识、行为和习惯，使之形成科学的生活方式、健康的行为和提高生活质量的良好氛围，所以，开展健康教育，普及科学知识，提高群众自我保健意识和能力是社区妇幼保健服务的重点；社区服务是政府与群众沟通的桥梁，体现了政府对群众的关怀，政府重视，组织落实，部门协作，齐抓共管是社区妇幼保健服务新的管理模式；开展社区服务必然带来良好的社会效益和经济效益，在社区妇幼保健服务中要注意把握好社会效益和经济效益的关系；因各地区人口出生、人口结构、文化背景、经济状况、健康需求各异，所以在开展社区妇幼保健服务中，要因地制宜，分类指导。
