公路建设项目范围蔓延现象非常普遍,范围蔓延严重时会导致项目造价失控、质量下降、工期拖延,甚至使项目失败。造成公路项目范围蔓延的主要因素有勘察设计粗糙、项目管理体制弊端等,为控制范围蔓延,必须充分重视项目设计阶段,改善项目管理体制,建立完整规范的法规管理制度。

The phenomenon of scope spreading is a universal problem in highway construction projects, which will usually lead to project cost out of control, quality decline, time delay, and even the failure of highway projects. It is pointed out that the main reasons of causing scope spreading are inaccurate surveying ＆ design and deficient management system. In order to control scope spreading of highway projects, it is necessary to attach more attention to the design stage, reform the management system and set up sound rules and regulations on highway projects.
