章丘:拉动“力倾三农”杠杆

Zhangqiu Energetic Efforts Made on Issues Concerning Agriculture, Countryside and Farmers

以工业立市的山东省章丘市近期频频大做农业文章。继在全省第一个取消农业税后,章丘市又率先免除农村义务教育阶段学杂费,对“五保”老人实行财政集中供养……近年来,章丘市把反哺“三农”作为统筹城乡发展的“重头戏”,从资金、政策、服务等各方面加强统筹协调,社会主义新农村建设步伐明显加快。2005年,章丘地方财政收入实现12.11亿元,新增部分3亿元财政收入全部用于“三农”。

Zhangqiu is a county-level city under the jurisdiction of Jinan, the capital city ofShandong Province. Over the past several years, while Zhangqiu has been invigorating the city by industry, it has also laid stress on the development of agriculture. Throughout the province, Zhangqiu was the first city that canceled the agricultural tax, remitted tuition fees and extras during China＇s nine year compulsory education period, and provide for senior citizens without children. In recent years, Zhangqiu has provided major support for issues concerning agriculture, rural areas and farmers with respect to funds, policies and services. In 2005, Zhangqiu＇s fiscal revenues exceeded 1.2 billion yuan, among which 300 million yuan was invested in issues concerning agriculture, countryside and farmers.
