浅谈建设单位对建筑工程造价的管理与控制

Primary Research on Construction Units' Management and Control of The Construction Cost

加强工程造价管理,就是要合理确定和有效控制工程造价,这就要求建设单位对工程造价的控制与管理贯穿于工程建设的全过程,即投资决策、项目设计、招标及订立合同、施工阶段以及竣工结算等五个主要阶段,相应形成投资估算、设计概算、施工图预算、承包合同价及结算价,这五种造价之间存在着前者控制后者、后者补充前者的相互作用关系。

Strengthening the management of construction cost means to determine it reasonably and to control it efficiently. It requires construction units＇ control and management throughout the project construction, that is , the five main phases： investment decision, project design, public bidding invitation and contraction, construction stage and completion settlement. Correspondingly there are investment estimate, design estimate, working drawing estimate, contract price and settlement price.
