农村问题长久以来都是中国一个带有全局性、战略性的问题。虽然中国的改革是从农村开始的,但是发展至今,在我国农村仍然有许多问题亟须解决。而农村医疗保障制度是其中之一,也是整个社会保障制度的重要组成部分,是农民生命质量的提高及生存、发展的基本前提。

The Problem of countryside is comprehensive and strategic ever since in China. The reformation began from the countrysite, till now, the problem is still kept the most knotty one. What＇s more, the institution of rural medical guarantee, as an important part of the whole social guarantee strategies, is the fundamental premise of living and developing and improving the quality of lives. The problem is of great importance because it could take the single household into the malign circle of poverty and disease on the one hand, the health of peasants is concerned with the stability of society, especially in the condition of polarization.
