欧洲联盟作为国家联合体,它既不是一个典型的国际组织,也与主权国家有着明显的区别。它目前采取的治理模式包含国际主义、超国家主义和亚国家主义三种因素。欧盟治理的指导性原则,制度架构和采取的措施等方面都有其独特之处。《欧盟宪法条约》的签署为欧盟治理提供了法律保障。

European Union is regarded as the national association, it is not a typical international organization, and also it has some obvious difference with sovereign state. The control mode that it is adopted at present includes internationalism, ultra country＇s doctrine and inferior country. The guidance principle, institutional structure and the measure of European Union governance all have very big unique places. The signature of ＂European Union＇s Constitution Treaty ＂ has offered the legal guarantee for managing European Union.
