论我国政府外贸机构的改革

我国政府外贸机构存在着职能以“管”为主、机构分散、组织庞大、缺乏服务观念和服务产品、外向型的职能不强、运行缺乏现代的企业化管理机制和绩效评估制度等主要问题,借鉴国外先进国家政府外贸职能建设的经验,我国政府外贸机构的改革设想有:建立具有权威性的政府法定外贸机构;注重发展统一的大中国市场;丰富和强化贸易促进的服务职能;以企业型政府管理机制来运行;建立必要的绩效评估机制;建立市场化的优秀公务员队伍;注重交易成本;建立外向型的政府贸易促进机构。

The paper points out that there are reform-inviting aspects in China＇s government administered foreign trade organizations such as over-sized staff,decentralized structure,weak sense of services, short of services products, unsound performance-assessment system. In order to establish effective running mechanisms for the governemnt administered foreign trade organizations,the paper suggests that stautory and authoritative foreign trade organs be set up, aiming to develop a unified market across the country.Moreover,it holds that other measures are workable such as setting up enterprise-practice-based administrative mechanism with sound performance-assessment systems, attaching importance to trading cost and establishing trade-promoting organs.
