农民收入不仅关系到农民利益和农村发展,而且在相当程度上还关系到国民经济可持续发展和社会稳定。农民整体素质较低,不仅影响了农业生产效益提高,影响了农村富裕劳动力向非农产业转移,而且也不利于社会主义新农村的建设。提高农民收入,最关键的是要培养有文化、懂技术、会经营的新型农民,提高农民的整体素质。

The low - level of the farmers＇ quality hinders China from increasing agricultural productive effects as well as shifting rural labor force to non -agricultural industry, hence there exists an obstacle to the increase of the farmers＇ earnings and the construction of a new socialist countryside. The paper intands to show that in order to increase their income, the farmers have to learn knowledge, especially technology and management, whether via agricultural production or via non - agricultural production, to upgrade their quality.
