对“生态立省”战略的认识

A discussion on the strategy of "Establishing Province by Ecological Way"

作者对“生态省”、“生态立省”、“生态省建设”等有关的概念及其相互关系进行了分析,指出实施“生态立省”战略必须要解决的如下关键问题:加强贵州自然、经济、社会发展的关系研究,正确确定生态立省具体目标,制订不同发展阶段生态立省的评价体系和方法;落实科学发展观,以生态经济规律为指导,进行生态省建设的科学规划,分步实施,建立生态和谐、经济发展、社会进步的贵州生态省;增强领导决策层的生态意识;订生态立省的相关法律法规。在此基础上,对贵州省生态立省战略重点进行分析,认为生态立省林业为先,改善生态的根本在于发展林业,喀斯特区生态恢复是生态省建设之重点和难点,产业结构调整是关键,生态产业化与产业生态化是重要之路。

By analyzing the terms of ＂Ecological Province＂,＂ Establishing Province by Ecological Way＂, and ＂Ecological Province Establishment＂, the authors pointed out that we are challenged by following tasks： by studying the relation of nature, economic, and social development, determine the concrete goals and establish the evaluation index system in different development stages; guided by the scientific view of development and the ecological economic law, make a scientific planning and enforce it step by step; enhance the ecological awareness of policy decision - makers ; establish the related laws and regulations. To established ecological province, the forestry should be put at the first place, with the ecological restoration of the Karst areas is the important and difficult point, industrial structure adjustment is the key, and the ecological construction industrialization and ecological industrial development is the important way.
