摘要
机关秘书群落是一个重要政治群体,其内部因权威结构中的差序分工产生了分化,出现了势差、级差、职差和位差等“四差”效应。在这些效应的作用下,各类机关秘书在日常境遇、晋升周期等方面有着明显差异。为消除由此造成的负面影响,机关秘书制度可以尝试以下的嬗变与整合之道:在群落归宿上由良莠混杂转向去芜存精;在从业岗位上,由因人而设转向以岗定人;在日常管理上,由人治模式转向人本模式;在身份地位上,由后备官员转向终身职员;在晋升渠道上,由行政序列转向职级序列。
The secretary clan is an important political group. This paper sums up the effects due to the differences in power, rank, role and position among the secretaries. Under such effects, the secretaries vary remarkably in their daily treatment, promotion etc. To solve the negative effects, V city can carry out the following reform and integration within its secretary system: to keep the good and extricate the bad; not to create positions for men but to assign men to positions ; to convertrule of man to humanist rule ; to change their role as potential officials to lifelong clerks; to change their promotion as administrators to clerks.
