摘要
铁道部货车使用费以各铁路局占用的有偿使用车数进行清算，以天为单位进行的统计存在许多弊端。车号自动识别系统（ATIS）能及时、准确地采集到列车的位置、时间、车辆编组等信息，按车辆小时清算货车使用费时机已经成熟。
详细给出了按小时进行货车使用费清算的方法。
Charge for freight car usage was based on the occupying car number of each administration, It is not reasonable for charge of freight car using occupation day.Automatic Train Identification System can collect information of position, passing time, and train consist accurately.
