介绍了铁路电子公文管理系统的主要功能，提出了实现的方法。介绍了采用的各种技术，系统的网络及硬件结构，以及系统处理流程和系统在济南铁路局的应用情况。
It was introduced the main function of Railway Electronics Official Document Management System, put forward the method of the implementation, introduced various technique that were adopted, also the network, system infrastructure, the processes and the situation of the implementation throughout the Jinan Railway Administration were included.
