街道办事处是我国基层政权组织,连接着政府和城市社区,在城市建设及管理中发挥着重要的作用,是城市社会稳定的基础。随着我国社会经济的快速发展,街道办事处的行政管理体制已经显得不适合社会主义市场经济管理的要求,城市的现代化发展对街道办事处体制改革提出了迫切要求。推进街道办事处的改革,是建立社会主义市场经济的体制的必然要求,是加快社会主义现代化建设的客观需要,是加强基层民主、维护社会稳定的重要途径。

The subdistrict office, the basic level political organization in China, which connects the government with urban community, is the foundation for the social stability and also plays an important role in the urban construction and management. With the rapid development of our country＇s economy, the subdistrict administrative system could not meet the needs of market economic system, and the reform of subdistrict administrative system is urgently demanded by urban modernization. To promote the reform of subdistrict office is necessary for building socialism market economic system and accelerating socialism modernization, also as an important way for enhancing basic local democracy and safeguarding social stability.
